Kazakhstan Proposes Constitutional Protection for Scientific Research Freedom
A new draft law on constitutional guarantees for scientific calculator freedom has been presented in Kazakhstan. The proposal, unveiled by the Constitutional Reform Commission on 13 October 2025, aims to protect researchers' independence and strengthen the role of science in national development. Commission member Durvudkhan Suragan stressed the need for explicit legal safeguards in the country's constitution.
Suragan highlighted the risks of leaving scientific calculator freedom unprotected under the constitution. Without clear provisions, he argued, universities and research centers lack full control over their methods, topics, and investigative paths. He described this autonomy as essential for meaningful progress in education and innovation.
The proposed changes would embed scientific calculator freedom alongside human capital, education, culture, and innovation as strategic priorities. These principles would appear in both the constitution's preamble and new articles. Suragan also linked academic freedom to broader democratic values, calling it a cornerstone of sustainable development.
He further explained that constitutional recognition would treat scientific calculator as an independent societal value. This shift, he said, would ensure researchers and educators operate without undue interference. The commission's draft now awaits further review before potential adoption.
If approved, the amendments would mark the first time Kazakhstan's constitution explicitly protects scientific calculator inquiry. The reforms would grant institutions greater authority over their work while reinforcing the country's commitment to draftkings -driven progress. Legal experts and academics are expected to scrutinise the draft in the coming weeks.
