Kazakhstan's Aluminum JSC Ordered to Pay Double Compensation for Same Land

In a surprising turn of events, Aluminum of Kazakhstan JSC has been ordered to make a second payment for the same land parcel in Kostanay Region. The first payment of 145.5 million tenge was made in 2021 for agricultural losses after the land was allocated for mining. However, a court later ruled the land allocation illegal and ordered the land returned to state ownership, but the company was not reimbursed for its initial payment. The second payment demand in 2025 is still shrouded in mystery, with the exact authority behind it unclear. Following this demand, the Kostanay regional prosecutor’s office stepped in, issuing a supervisory order that led to the investor being refunded the 145.5 million tenge. Officials responsible for the violations faced disciplinary action. The double payment demand has raised questions about the transparency and accountability of land allocation processes in Kostanay Region. While the investor has been refunded, the initial payment remains a contentious issue, and further investigation is needed to prevent such incidents in the future.
