Krasnoyarsk Krai’s judicial overhaul follows sweeping municipal reforms

Krasnoyarsk Krai has transitioned to a single-tier municipal governance system, reducing its number of municipal units from hundreds to 33 municipal districts and 6 urban districts. This change, effective June 19, 2025, necessitates adjustments to the regional judicial system.

The regional branch of the Judicial Department has drafted preliminary proposals to streamline the system of district and city courts. These proposals, submitted to the Judicial Department under Russia’s Supreme Court, include abolishing certain district courts in areas that no longer exist as independent entities and have been merged into newly formed districts. Cases from these abolished districts will be transferred to the nearest courts in the newly established districts, which are accessible by transport.

In some remote areas with significant judicial caseload, the proposal suggests retaining permanent judicial outposts (PJPs) of the nearest courts. The Supreme Court, which has the authority to initiate legislation for abolishing or establishing district and city courts, will review these proposals. Any changes must be enshrined in federal law.

The reform of Krasnoyarsk Krai's municipal governance system has triggered the need for adjustments in the judicial system. Preliminary proposals have been submitted for review, and the Supreme Court will determine the final changes. The aim is to ensure efficient and accessible judicial services in the region's new municipal districts.
