Lisbon Council approves controversial rule changes amid political divide
Lisbon City Council has approved new rules for its internal operations. The changes, proposed by mayor Carlos Moedas, were passed on 18 November 2025. They extend speaking time limits and document submission deadlines for councillors.
The vote saw support from the centre-right PSD, CDS-PP, Iniciativa Liberal, and the far-right Chega. Together, these parties hold a governing majority but lack an absolute one. Their approval came despite ongoing opposition from left-wing factions.
The approved changes will lengthen how long councillors can speak and delay deadlines for submitting documents. Critics claim the reforms reduce accountability, while supporters argue they improve efficiency. The Socialists’ potential legal action could further prolong the dispute.
