Lower Saxony unifies practice medication supply with landmark agreement
A new unified agreement for practice medications supply has been signed in Lower Saxony. The State Pharmacists' Association (LAV) and health insurance funds reached this deal after months of negotiations. It replaces a patchwork of old rules and introduces standardised terms for pharmacies and doctors.
The previous regulations ended on December 31, 2025, prompting talks between the LAV and insurers. Both sides worked to avoid disruptions, extending a no-strike clause until the new agreement took effect on July 1.
The contract now covers all pharmacies supplying practice medications—drugs, vaccines, and dressings used in treatments or emergencies. For the first time, it applies standard priority rules for dispensing finished medicines to these supplies. One key change is the remuneration for vaccine deliveries. Pharmacies will earn 80 cents per dose initially, rising to €1 once certain targets are met. This replaces inconsistent regional arrangements with a single framework.
The agreement ensures a stable supply of essential medications for contract physicians across Lower Saxony. Pharmacies will follow clearer rules on dispensing and payment, starting with vaccines. The deal marks a shift from fragmented arrangements to a unified system.
