A dispute has broken out in Lower Saxony’s state parliament over how to tackle avian influenza. CDU lawmaker Moormann proposed a statewide order forcing all poultry indoors. His plan immediately faced strong opposition from Green Party member Pascal Leddin.

Moormann, representing the CDU, put forward a bill requiring compulsory indoor confinement for poultry across Lower Saxony. He argued the measure would help control the spread of bird flu.
