Mandaue & Cebu Cities Prepare for Undas 2025 with Safety Measures and Traffic Plans
Mandaue City and Cebu City have issued executive orders for the observance of All Saints' Day and All Souls' Day (Undas) in 2025. The cities have planned for heavy traffic and crowds, implementing safety measures and traffic management plans.
Mandaue City Mayor Thadeo Jovito 'Jonkie' Ouano has signed an executive order for the city's Undas observance. All public cemeteries, memorial parks, and columbaria will remain open for 72 hours straight from Oct. 31 to Nov. 2. The city will enforce a liquor ban within a 100-meter radius of cemeteries from Oct. 31 to Nov. 2.
Cebu City Police Office (CCPO) will conduct intensified patrols and checkpoints at major cemetery entrances. Cebu City Mayor Nestor Archival has created Task Force Undas 2025 for coordination among law enforcement, traffic enforcers, and barangay officials. The city expects heavy traffic and has implemented a Traffic and Transport Management Plan, including special rerouting and designated parking zones. A citywide liquor store ban will be enforced from Oct. 31 midnight until Nov. 3, 6:00 a.m.
Both cities' executive orders will remain in effect until Nov. 3, unless lifted or amended. The cities have taken steps to ensure safety and manage traffic during the Undas observance, with plans for intensified patrols, liquor store bans, and traffic management.
