Military vehicle manufacture set for Romania, as Turkish Otokar embarks on production plans

In a significant development for the Romanian defense sector, Otokar and Automechanica have formed a joint venture to produce the Otokar Cobra II armored vehicles in Romania. This collaboration, operating under the name SAROM (Sisteme Apărare România), is set to revolutionize Romania's military capabilities and boost its local manufacturing industry.

Joint Venture Formation and Production

The joint venture was officially established in April 2025, with the initial 278 units of Cobra II vehicles being produced in Türkiye. However, the remaining 800 vehicles will be manufactured in Romania, marking a significant commitment to localizing production and enhancing Romania's independent manufacturing capabilities.

Delivery Schedule

The first shipment of 14 vehicles was delivered in June 2025, marking the beginning of deliveries. Deliveries are scheduled to start in the fourth quarter of 2025 and will extend over five years, highlighting a long-term commitment to furnishing Romania's military with modern armored vehicles.

Cobra II Vehicle Specifications

The Cobra II is a new-generation armored platform designed to offer enhanced mobility, survivability, and multi-role capabilities. It features a robust monocoque hull, improved ballistic protection, and can accommodate up to nine personnel. The vehicle is also designed to be adaptable to various roles, including troop transport, command vehicle, ambulance, reconnaissance, and support missions.
