Minnesota cracks down on 14 unlicensed offshore gambling operators in 2025

Minnesota has taken a strong stance against unlicensed offshore online gambling, ordering 14 operators to halt services to state residents. This action aligns with a wider USA trend of stricter regulations on offshore gambling sites.

In November 2025, Minnesota authorities issued cease-and-desist orders to 14 unlicensed online casino and sweepstakes operators. These companies, including prominent names like Betway, DraftKings, and FanDuel, were found to be violating state gambling laws. The operators must now stop providing services to Minnesota residents. Failure to comply could result in significant civil penalties, with each offence punishable by up to USD 25,000.

This enforcement action reflects a broader USA trend of tightening regulations on offshore gambling sites. Minnesota's move aims to protect residents and ensure only licensed operators can provide online gambling services within the state.
