Eduardo Montealto Jr. has been removed from his role as chief of the Land Transportation Franchising and Regulatory Board (LTFRB) 7. The decision took effect on Thursday, December 18, 2025, following a period of growing criticism and public protests. His departure comes after years of disputes with transport groups over policies affecting public utility vehicles (PUVs).

Montealto’s time in office was marked by repeated clashes with PUV operators and drivers. In 2023, protests erupted as groups demanded his resignation, accusing him of favouring modern transport corporations over traditional operators. Piston Cebu, a prominent transport alliance, claimed his policies—particularly the issuance of provisional permits and special authorisations during the Covid-19 pandemic—worsened vehicle shortages. Commuters were often left stranded during peak hours due to the lack of available PUVs.

Critics also alleged that Montealto failed to address long-standing challenges faced by drivers and operators in the region. Piston Cebu accused him of bias, arguing that his decisions disproportionately benefited certain transport groups while neglecting smaller operators. Despite the backlash, the LTFRB has not yet disclosed the official reason for his removal or provided details on the transition. Alejandro Garcia Jr. was appointed as Montealto’s successor in late 2024, taking over amid ongoing tensions. The agency has not released further information about Garcia’s plans or the circumstances leading to Montealto’s exit.

The removal of Montealto leaves unresolved questions about the future of transport regulations in the region. His replacement, Garcia Jr., now faces the task of addressing the concerns raised by PUV operators and drivers. The LTFRB has yet to clarify the next steps or the policies that will follow this leadership change.
