Kazakhstan’s authorities have clarified rules on displaying state symbols on vehicles. Police confirmed that only traffic violations led to stops on December 16, not the use of the national flag. The government continues to encourage patriotic expressions within legal boundaries.

On December 16, 2021, unrest erupted across Kazakhstan, including deadly riots in Almaty. Protesters used symbols like the old Soviet-era flag and the pre-2023 Kazakh flag to oppose President Tokayev and former leader Nazarbayev. Police responded by stopping drivers displaying these flags, as they were linked to anti-government demonstrations.

The Ministry of Internal Affairs later stated that vehicles were halted only for traffic offences, not for showing the current state flag. Officials emphasised that using the national flag remains legal and does not count as an administrative violation. The Ministry of Culture and Information supports citizens showing state symbols to express patriotism. However, this must follow existing laws. The principle of 'Law and Order' applies to everyone, regardless of their activities or views.

The government’s stance allows the national flag to be displayed freely on vehicles. Police actions during the 2021 unrest targeted only unauthorised symbols tied to protests. Authorities maintain that legal use of state symbols reinforces national identity.
