The Netherlands is grappling with a surge in cyber espionage activities from China, specifically in its highly technologically advanced semiconductor industry. This concern was voiced by the Dutch Defense Minister, Ruben Brekelmans, during the Shangri-La Dialogue security conference held in Singapore.

According to recent intelligence reports, the primary cyber threat originates from China. Brekelmans affirmed that the majority of cyber activities targeting the Netherlands stem from China and has been the case for the past year. He further emphasized an escalation in these activities.

The Dutch military intelligence service's annual report published in April 2024 revealed that Chinese spies have targeted not only the semiconductor sector but also the aerospace and shipping industries. The ultimate goal is to fortify China's military forces. Beijing has repeatedly denied allegations of cyber spying, insisting its rejection of all forms of cyber attacks.

The Dutch government has responded to these threats by criminalizing cyber espionage as part of a strong stance against such activities. In addition, the country plans to reduce reliance on China for critical raw materials and to protect key industries through increased security measures.

Operating as the world's only producer of extreme ultraviolet (EUV) lithography equipment, crucial for advanced semiconductor manufacturing, the Dutch semiconductor industry is a prime target for Chinese espionage. Securing intellectual property in this sector is a significant concern for the Netherlands as China aims to bolster its technological capabilities.

These developments underscore the escalating cyber espionage activities from China targeting the Netherlands' strategic industries, particularly the semiconductor sector, and the Dutch government's efforts to counter these threats.
