Cheaper Pension Demanded: 100,000 People Sign Petition - New German pension scheme sparks backlash over high fee proposals
A new government-backed pension scheme is facing criticism over proposed fee levels. Consumer advocacy group Finanztip has gathered over 100,000 signatures demanding stricter limits on charges. The organisation argues that high fees could undermine the scheme's appeal before it even launches.
The planned reform aims to replace the Riester-Rente system, which officials describe as too complicated and rarely used. Under the new proposal, a standard product would cap annual fees at 1.5 percent. However, a Finanztip survey found that only 23 percent of potential users consider this level acceptable.
A majority—78 percent—said low fees were important or very important for their participation. When asked about preferred limits, 30 percent backed a 0.5 percent cap, while 28 percent would accept a maximum of 1 percent. Hermann-Josef Tenhagen, editor-in-chief of *Finanztip*, accused policymakers of favouring banks and insurers by setting the cap too high. The group's research also highlighted how fees compound over time. A sample calculation showed that even small differences in charges could drastically reduce savings after 40 years. Many respondents admitted they underestimated the long-term impact of expense ratios on their retirement funds. Beyond fees, the reform includes other changes. These involve a higher base subsidy tied to income, more flexibility to invest in risk-adjusted assets, and easier provider switching. But the fee debate remains the most contentious issue.
The petition and survey results put pressure on lawmakers to reconsider the 1.5 percent cap. If unchanged, the current fee structure could deter participation in the new scheme. The government must now weigh industry interests against the demand for more affordable retirement savings options.
