A new law has been approved by the Bundestag to strengthen consumer rights and patient access to medical records. The legislation introduces stricter rules for online cancellations and ensures free, immediate access to full patient files. The changes aim to stop misleading practices in digital services and improve transparency for users.

The Bundestag passed a bill implementing an EU directive that forces online shops and financial services to include a clearly visible cancellation button. This button must remain accessible throughout the 14-day cancellation period, making it easier for consumers to withdraw from contracts.

The law also targets 'dark patterns'—design tricks that manipulate users into making unintended purchases or subscriptions. By requiring a prominent cancellation option, the government hopes to prevent companies from hiding or complicating the process. In addition, the new rules guarantee patients a free first review of their complete medical records. This access must be provided without delay, addressing long-standing demands from patient rights groups, data protection advocates, and medical associations. Organisations such as the Sozialverband VdK, BÜNDNIS 90/DIE GRÜNEN, the Kassenärztliche Bundesvereinigung, and the Deutsche Krankenhausgesellschaft had pushed for these reforms to improve healthcare transparency.

The law now requires businesses to display cancellation buttons clearly and ensures patients can review their medical files at no cost. These measures will take effect in the coming months, giving consumers and patients more control over their digital and healthcare interactions.
