OSP to Prosecute High-Profile Individuals Over Controversial GRA-SML Contracts
The Office of the Special Prosecutor (OSP) is set to press charges against several high-profile individuals by the end of November 2025. The charges stem from controversial contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).
The OSP's investigation, prompted by investigative journalist Manasseh Azure Awuni, has found that the SML contracts lacked legitimate operational requirements and allegedly bypassed key regulations under the Public Financial Management Act, 2016 (Act 921) and the Public Procurement Act, 2003 (Act 663).
Awuni has called on the OSP to include Evans Adusei, the owner of SML, in its probe. Adusei's company, incorporated in February 2017, received over GH¢1.4 billion in public funds through these contracts. The OSP is expected to prosecute former Finance Minister Ken Ofori-Atta, former Commissioner-Generals of the GRA Rev Dr Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, GRA officials Isaac Crentsil and Kwadwo Damoa, and former Ministry of Finance Technical Advisor Ernest Akore.
The OSP's action signals a significant step in addressing the SML-GRA contracts scandal. The prosecution of these individuals aims to uphold accountability and transparency in Ghana's public financial management.
