Park Hills' Z21 Zoning Plan Saga Concludes: Mayor Zembrodt Casts Tie-Breaking Vote

Park Hills' Z21 zoning plan saga reached a climax last night. Mayor Kathy Zembrodt cast the tie-breaking vote, approving Attorney Daniel Braun's resolution 6, which passed 4-3. The resolution rescinds resolution 5, maintaining the original Z21 plan.

The special meeting, held instead of a caucus, saw heated discussions. Council member Pam Spoor worried about the city's image, given the public disagreements among council members.

Mayor Zembrodt had initially requested resolution 6 to undo resolution 5, which had added the RM zone and increased density to the Z21 plan. However, Council member Sarah Froelich challenged this, motioning her own resolution. She argued that resolution 6 was 'procedurally flawed' and repeals resolution 5 due to lack of quorum. Council member Gretchen Stephenson left the room amidst uncertainties regarding the vote on Resolution 5.

Froelich's resolution aimed to 'move forward' but was voted down 3-3. The meeting adjourned after the vote on resolution 6.

Froelich's proposal also questioned whether the Szechuan property developer could apply for a map amendment due to minimum acreage requirements. The vote on resolution 5, initially disputed for lack of quorum, was later ruled legal by the Kentucky Attorney General.

The city of Park Hills has now resolved the Z21 zoning plan issue, with resolution 6 cancelling resolution 5 entirely. The original Z21 plan remains intact. The developer of the Szechuan property may face challenges due to minimum acreage requirements.
