Passau's Lord Mayor race heads to runoff after no clear winner emerges
Passau's Lord Mayor election has ended without a clear winner. None of the eight candidates secured an absolute majority, forcing a runoff vote. The two leading contenders, Andreas Rother of the SPD and Armin Dickl of the CSU, will now face each other on 22 March 2026.
Andreas Rother led the first round with 7,617 votes, equivalent to 33.7% of the total. Armin Dickl followed with 4,585 votes, or 20.3%. The gap between them means neither reached the 50% threshold needed to win outright.
Stefanie Auer of the Greens came third, receiving 2,067 votes (9.2%). Urban Mangold, representing ÖDP/Active Passau, secured 2,394 votes (10.6%). Dr. Holm Putzke of the FDP gathered 3,735 votes, accounting for 16.5% of the ballots. The remaining candidates—Siegfried Kapfer (FWG), Andreas Vilsmeier (PaL), and Nika Kolitz (DIE LINKE)—received 668 (3.0%), 759 (3.4%), and 755 (3.3%) votes respectively. Overall, voter turnout stood at 55.3%, matching the 55.0% recorded in the concurrent City Council election. No specific local events or political shifts have been identified to explain this turnout level.
The runoff on 22 March 2026 will decide whether Rother or Dickl becomes Passau's next Lord Mayor. Both candidates will now campaign to win over voters from the six eliminated contenders. The final result will depend on which of them gains broader support in the second round.
