Philippine ex-official under scrutiny as US monitors his stay amid corruption probe
Former Philippine Public Works and Highways Secretary Manuel Bonoan is under close watch by authorities. He recently flew to the United States to accompany his wife for medical treatment, but his movements are being strictly monitored due to an ongoing investigation.
Bonoan is being investigated by the Independent Commission for Infrastructure (ICI) for suspected irregularities in flood control projects in Bulacan province. Despite no court-issued hold-departure-order (HDO) yet, the government has taken steps to track his movements. An Immigration Lookout Bulletin Order (ILBO) has been issued, marking his passport for real-time monitoring. Whenever Bonoan's name is checked against the ILBO list, immigration authorities immediately report his movements to the Department of Justice (DOJ). However, his current location outside the United States, as of November 2025, is not publicly known due to privacy concerns. If Bonoan overstays his visa in the US, the US government will take action.
The Philippine government is closely monitoring Bonoan's whereabouts, ensuring he does not evade the ongoing investigation. His passport marking and the ILBO ensure immediate tracking of his movements, with immigration authorities reporting to the DOJ upon any check against the ILBO list. Despite no current information on his location outside the US, authorities are prepared to act if necessary.
