A letter sent to RSI recipients in São Bartolomeu do Outeiro has sparked debate over community service demands. The Parish Council instructed beneficiaries to volunteer for four hours daily—or risk losing financial support. The letter, confirmed as authentic, was addressed to those receiving Rendimento Social de Inserção (RSI) benefits. It stated that unexcused absences from the required community service could lead to cuts in their payments.
