"Proposal by Alexey Raikevich: Extend driving duration for drone operators to 8-10 hours"

The Russian Ministry of Transport has announced the development of a unified identification system for unmanned transport, primarily focusing on drones, built upon the ERA-GLONASS navigation system. This system aims to provide comprehensive control over drone activities and lift existing restrictions due to the lack of oversight.

### Key Features of the System

The system operates on the ERA-GLONASS platform, a domestic Russian technology for navigation. By spring next year, the system is expected to be fully operational, offering comprehensive oversight and control of drone activities, potentially enabling the relaxation of current restrictions on drone usage.

### Unmanned Aerial Vehicles (UAVs) and Beyond

Currently, the system is focused on UAVs, or drones. It is already being used for monitoring around 500,000 transport vehicles, including unmanned trucks, on a monitoring platform. The system has garnered significant interest from clients, including public transportation and emergency services.

### Navigation and Monitoring

"ERA-GLONASS" serves as a telemetry tool, transmitting necessary data from moving objects, and collects all drone tracks on its platform to identify each drone and know who owns it. It does not transmit the geolocation of drones to a single center from an external operator.

### Expansion and Improvements

The system plans to enhance monitoring by collecting quality metrics to objectively determine the technological maturity of unmanned vehicles. It is also looking at the perspective of movement along the M-12 "Vostok" highway and existing autonomous logistics corridors on the M-11 and MKAD.

The system is also developing solutions to fix the navigation signal under jamming conditions, particularly in urban services like taxis. Additionally, it is looking at the possibility of repurposing the international COSPAS-SARSAT satellite system for distress alerting on wheeled transport.

### Integration and Trust

"ERA-GLONASS" is a critical information infrastructure element and a trusted platform for government agencies. The system is integrated with Rosaviatsia's System for Providing Plans (SPP) and private platforms like "Nebosvod", "Jupiter", and FlyDrone. The Russian state corporation under Rosaviatsia is the single operator of the communication line and control for air drones.

The unified identification system is designed for all types of robotics and unmanned vehicles, including land, air, and water. As a verifier of the maturity of unmanned technology and its readiness for industrial operation, the system is set to play a significant role in the future of unmanned transport in Russia.

  1. The unified identification system, developed by the Russian Ministry of Transport, is designed to cater to various industries, such as aerospace, transportation, automotive, and cybersecurity.
  2. By 2022, the system, operating on the ERA-GLONASS platform, will offer control and oversight for drones, potentially leading to the relaxation of restrictions on their use.
  3. The system's navigation capabilities extend beyond drones, as it currently monitors over half a million transport vehicles, including unmanned ones.
  4. In the future, the system plans to integrate with international satellite systems like COSPAS-SARSAT for providing distress alerts in wheeled transport, expanding its reach to various sectors of the industry.
