RAW Site Berlin's Future Hangs in Balance Amid Delays and Disputes
The RAW site in Berlin-Friedrichshain, a complex urban transformation project underway for over a decade, faces new challenges. The investor laments repeated delays, unclear responsibilities, and missing expert reports, putting the project's future at risk once again.
The RAW site's long-term vision is a mixed-use neighborhood blending housing, culture, commerce, and open spaces. Securing existing sociocultural uses is a core planning goal, requiring new legal models to link zoning rights with cultural space protection. However, progress has stalled due to these complexities.
The state-owned BIM GmbH is expected to take on the role of general tenant for the cultural areas, following the dissolution of Kulturraum Berlin GmbH. The success of the project depends largely on whether the district and the property owner can restore a working relationship. Lauritz Kurth, owner and managing director of the Kurth Immobilien Group, criticizes the stagnation, blaming lack of cooperation with the Friedrichshain-Kreuzberg district. The district, in turn, points to the high complexity of the process, emphasizing the need for extensive expert assessments and coordination.
The development plan is slated for completion by the end of 2025, with the project aiming to reach maturity by 2026. However, the future of the RAW site remains uncertain, with no clear successor to Kulturraum Berlin GmbH and ongoing disputes between the district and the property owner.
