Romania boosts Black Sea fleet with Turkish-built Hisar-class patrol vessel
Romania is set to acquire a Turkish-built Hisar-class offshore patrol vessel (OPV) under a government-to-government deal. The purchase, approved unanimously by parliament in September, will strengthen the country’s ageing Black Sea fleet. The ship is expected to arrive in the port of Constanța within six months of the contract signing.
The vessel will be transferred largely in its current configuration, with Romania later integrating the Naval Strike Missile (NSM) system. Turkish defence firm STM (Savunma Teknolojileri Mühendislik ve Ticaret A.Ş.) constructed the ship, while the handover is being coordinated by Military Factory and Shipyard Management Inc. (ASFAT).
The Hisar-class OPV measures around 100 metres in length, with a 14-metre beam and a 4-metre draft. Its displacement sits at roughly 2,300 tons. The ship is equipped with a 76mm main gun, two 12.7mm remote-controlled weapon stations, and advanced radar and sonar systems.
The total cost of the acquisition stands at €223 million (approximately $258 million). An additional €42 million will cover Romanian-specific modifications before the vessel enters service.
This purchase fills an urgent need in Romania’s naval capabilities. The new OPV will provide enhanced patrol and defence options in the Black Sea region. Delivery is scheduled to take place within half a year of the agreement’s finalisation.
