Russian State Duma deputy Konstantin Zatulin has proposed a series of measures to support Russian-speaking citizens affected by Latvia's policies. Zatulin, who represents the United Russia party, seeks temporary and permanent social housing, primarily in the Pskov region, for these individuals. He also proposes legal action against Latvia for property left behind and forced real estate sales.

Zatulin suggests amending the 'Assistance to the voluntary resettlement of compatriots' program to include internally displaced persons from Latvia. He proposes placing their children and grandchildren in schools and kindergartens in Russian regions. Zatulin has also introduced a bill exempting all participants in the resettlement program from testing for school enrollment.

In response to Latvia's actions towards Russian-speaking citizens, Zatulin proposes asking Europeans if they support Riga's policies. He suggests subjecting all EU citizens entering Russia to a questionnaire on this topic. Zatulin's proposals aim to provide support and protection for Russian citizens affected by Latvia's policies.
