Russian shelter officials charged with embezzling stray dog funds
The director of a municipal animal shelter in Krasnodar and her deputy now face criminal charges for fraud. They stand accused of embezzling 1.5 million roubles meant for catching stray animals. A third employee has also been charged in connection with the scheme.
The shelter opened last year with a capacity for 1,000 animals. Over the past 12 months, it took in more than 1,150 dogs, with 216 finding new homes.
Investigators claim the director and her deputy created false records for non-existent stray animals. They allegedly submitted fake documents to receive public funds. The money was allocated specifically for capturing and housing ownerless dogs. The case falls under Article 159 of the Russian Criminal Code, covering fraud. One employee also faces charges under Part 3 of Article 33 for organising the crime.
The trial will determine whether the accused illegally obtained state funds. No other animal shelters in Russia have faced similar public fraud investigations in the past five years. The Krasnodar shelter continues operations while the legal process unfolds.
