Russia’s election system upgrades ahead of 2026 Unified Voting Day

A two-day workshop on Russia’s election systems took place on November 20–21, 2025. Organised by the Central Election Commission (CEC), it brought together leaders from regional election commissions. The focus was on preparing for the 2026 Unified Voting Day (UVD) and the shift to a new digital system.

The event centred on the State Automated Election System (GAV) 'Vybory' 2.0, which is set for permanent adoption in early 2026. Andrei Kaigorodov, head of the Nizhny Novgorod Regional Election Commission’s information centre, highlighted the workshop’s role in reviewing the pilot phase. He noted that the system’s full rollout would help regional commissions handle the upcoming State Duma elections.

The workshop marked a step toward modernising Russia’s election infrastructure. With the pilot phase concluding in December 2025, the system’s full implementation will follow in early 2026. Regional commissions are now preparing for the technical and logistical demands of the next voting cycle.
