In the thick of his face-off against Ukraine, Russian President Vladimir Putin has his sights set on broadening Russia's arms industry, bolstering it as a significant pillar of the domestic economy. During the St. Petersburg International Economic Forum, he subtly skirted around the war's implications, barely mentioning it in his speech.

Putin emphasized the need to blur the lines between civilian and strictly military companies, advocating the rapid integration of technological and organizational innovations from the civilian sector into defense and security spheres. "We shouldn't shy away from using cutting-edge technological inventions from the civilian world in the war room," he declared. Moving forward, Russia plans to collaborate with friendly nations on joint arms projects and manufacture weapons together, with training for the necessary personnel firmly in place.

Putin presented a rosy picture of Russia's economic development, crediting the four percent annual growth in GDP over the past two years to more than just arms production. Inflation was another positive, dropping to a manageable 9.6 percent. Despite recent cautionary warnings from Economic Minister Maxim Reshetnikov about the possibility of a recession, Putin was adamant, stating, "A standstill or even a downturn simply won't be tolerated."

  • Pursuing Self-Reliance and Enhanced National Security: The strategy involves reducing reliance on foreign technologies, for instance by developing state-controlled cloud servers for defense purposes, and recruiting personnel even from occupied regions to bolster production capacity.
