SAP & OpenAI Launch 'OpenAI for Germany' to Boost Public Sector AI

SAP and OpenAI have announced a partnership, 'OpenAI for Germany', to provide AI services to the German public sector via SAP's Delos Cloud platform. The aim is to boost government efficiency and contribute to Germany's AI strategy and digital sovereignty. However, the AI offering is yet to be evaluated and certified for use with sensitive data.

The partnership, announced in September 2025, will offer services like ChatGPT to public authorities. The Delos Cloud, SAP's subsidiary, will provide these services, which are already familiar to public agencies. However, no specific products have been officially launched yet, and legal compliance details are still pending.

Baden-Württemberg's state parliament is currently deciding whether to adopt the Delos cloud system for state administration. Critics, meanwhile, have raised concerns about growing dependence on Microsoft, a strategic partner and major investor in OpenAI, and the potential data sovereignty risks posed by the U.S. CLOUD Act. German Federal Digital Minister Karsten Wildberger, however, welcomed the partnership as a positive signal for Germany's digital hub aspirations.

SAP and OpenAI plan to collaborate on AI solutions tailored for the public sector, targeting schools, universities, and government agencies. While the partnership holds promise for increased efficiency, public authorities must first evaluate and certify the AI offering before it can be used with sensitive data. The potential data sovereignty concerns will also need to be addressed.
