Selangor secures land for Jalan Papan settlers after 20 years of deadlock
After over two decades of negotiations, the Jalan Papan issue has finally seen progress. The Selangor government has secured seven acres of land from developer Melati Ehsan Consolidated Sdn Bhd (MECSB) for the urban settlers, marking a significant milestone in providing a fair and humane resolution.
The land acquisition comes after years of attempts at resolution, with initial efforts in 1995, 2003, 2008, and 2018. In 2020, MECSB filed an eviction suit, but in 2021, the Selangor State Executive Council offered alternative housing solutions, including 123 terrace homes and 58 Rumah Selangorku units.
Negotiations resumed in October 2025, culminating in MECSB agreeing to surrender the seven acres. A court-affirmed bailiff execution in September 2025 involved 48 settlers. Only unoccupied structures will be demolished, with the land facilitating the relocation of houses of worship. Selangor housing and culture exco Datuk Borhan Aman Shah considers this agreement a significant step forward.
The land will be used for a structured, long-term resettlement plan, including apartment homes through PNSB and temporary accommodation under the Smart Sewa Scheme. Demolition of occupied homes is deferred until the land handover is finalized, ensuring no settler will be left without temporary housing during the transition.
