Speaker of the ZSNO Yevgeny Lyulin received the medal "For Productivity and Efficiency"
On December 18, 2025, Nizhny Novgorod Governor Gleb Nikitin honoured 33 individuals for their outstanding contributions to the region. The ceremony took place at the historic Rukavishnikov Estate. Among the recipients was Yevgeny Lyulin, Speaker of the Regional Legislative Assembly, who received a prestigious national award for his work in improving government efficiency.
Yevgeny Lyulin became the first person in the region to receive the Medal for Labor and Efficiency, personally awarded by Russian President Vladimir Putin. The recognition highlights his role in transforming the Nizhny Novgorod Legislative Assembly into one of Russia’s most efficient parliaments. Under his leadership, the assembly adopted 'lean' technologies, cutting response times to public inquiries by nine times.
The assembly’s reforms have also streamlined budget law reviews, saving over 1 million rubles in public funds. Another key achievement was the launch of the 'End-to-End Investment Flow' pilot project, developed with Russia’s Ministry of Economic Development and Rosatom. This initiative has significantly reduced approval times and paperwork for investment projects in the region. The awards ceremony celebrated not only Lyulin but also 32 other professionals from various sectors. Their contributions ranged from optimising labour organisation to enhancing workplace safety and quality. The event underscored the region’s commitment to innovation and effective governance.
The medal presented to Lyulin reflects the broader success of Nizhny Novgorod’s Legislative Assembly in modernising public administration. The assembly’s use of 'lean' technologies and investment process reforms has set a new standard for efficiency in Russia. These changes aim to benefit both businesses and residents by speeding up services and reducing costs.
