Switzerland braces for pandemics and power shortages in 2025 risk report

Switzerland's latest risk assessment has highlighted two major threats facing the country in 2025. News of pandemics and prolonged electricity shortages now top the list, with both carrying high potential for damage and a strong likelihood of occurring. The Federal Office for Civil Protection has also flagged new dangers while removing others from previous reports.

The 2025 Disasters and Emergencies in Switzerland report places news of pandemics and power shortages as the most critical risks. Both scenarios are considered highly probable and capable of causing severe disruption. A sudden influx of asylum seekers follows in third place, with large-scale power outages ranking fourth.

This year's assessment introduces new risks, including landslides, heavy rainfall, and gas shortages. Meanwhile, some previous concerns—such as extreme weather events, data centre failures, and attacks on rail hazardous goods—have been dropped. The changes reflect updated research and improved mitigation strategies.

The Federal Office for Civil Protection emphasised that the revised rankings do not suggest reduced vigilance. Instead, they highlight shifting priorities as new threats emerge and others become less likely or better managed.

The report underscores the need for preparedness against news of pandemics and energy disruptions. Authorities will focus on strengthening response plans for these high-impact scenarios. The updated risk landscape also calls for adjustments in resource allocation and public awareness campaigns.
