Talgar District Sees Crime Drop, But High-Profile Cases Spark Police Charges
Talgar District in Almaty Region has seen a significant drop in crime rates over the past year, with a 19% decrease in reported offenses and a 3% reduction in serious crimes. However, recent high-profile cases have led to criminal charges against police officers and increased public safety measures.
In September 2025, a local man shot and killed a man, then abducted a young child in Talgar. Investigations revealed that the tragedy had been building for months. The mother of the abducted girl had filed a rape complaint against the suspect a month prior, but authorities failed to investigate, leading to the launch of a criminal case against Talgar District police officers for negligence and inaction.
The suspect in this case now faces charges under 11 criminal articles. Meanwhile, in October 2024, a 16-year-old boy, Sherzat Polat, was fatally stabbed in a group brawl. Nine individuals were convicted, with sentences ranging from 7 to 23 years in prison. The main suspect, Abzal Shynasyl, received the harshest sentence for delivering the fatal knife wound.
To tackle road safety, 131 drunk drivers were detained in the first nine months of 2025, and police presence was increased near entertainment venues. An Operational Command Center, linked to over a thousand surveillance cameras, was established to enable rapid incident response. Police have also stepped up preventive work with residents, young people, and community organizations, now covering 155 apartment buildings through outreach meetings and awareness sessions.
Despite the overall decline in crime rates, recent incidents in Talgar District have highlighted the need for improved police response and investigation. Authorities are taking steps to enhance public safety, including increased patrols, better use of technology, and more community engagement. The prosecution of police officers involved in negligence and inaction sends a strong message about the importance of thorough and timely investigation.
