Tokayev Proposes Mixed Electoral System for Kazakhstan's Local Councils

Kazakhstan's President Kassym-Jomart Tokayev has proposed a mixed electoral system for the election of Maslikhats (local councils). He believes this will balance the strengths of both majoritarian and proportional systems in the presidential election.

Tokayev, in a recent address, called for retaining the majoritarian system in Maslikhat elections. He believes this will ensure local representation and accountability. However, he also proposed transitioning to a proportional system for parliamentary elections to encourage party development and voter engagement.

The president has been expanding direct elections, now covering rural, district, and city akims (local governors). He sees this as a unique regional practice that requires continuous review and adjustment. Tokayev views reforms as a dynamic process, urging against excessive conservatism.

Tokayev's proposed mixed electoral system aims to combine the benefits of majoritarian and proportional systems. Maslikhats and akimats will continue to play a crucial role at the regional level, with the president advocating for a balanced approach in the election day 2024 and the distribution of electoral votes by state.
