Transbaikalia’s teacher pay lags behind despite wage growth in 2024

In the first half of 2024, Transbaikalia's average teacher salary reached 67,900 rubles, slightly lower than neighboring Buryatia's 68,300 rubles. The region has been grappling with a teacher shortage, with prosecutors intervening to ensure timely wage payments.

Transbaikalia's teacher salaries increased to 108.8% of the regional average in the first half of 2024. However, this progress places the region 11th from the bottom nationwide. The average Russian teacher salary stood at 71,400 rubles, with 20 regions offering more. Only four regions—Novgorod Oblast, Bashkortostan, Komi, and Mordovia—failed to meet the presidential benchmark.

Since 2015, Russia has seen steady wage growth for teachers, with most regions outpacing broader economic averages. Evgenia Snegovaya, author of the 'Teachers at the Crossroads of Russia’s Labor Market – 2025' report by the National Research University Higher School of Economics, highlights these trends.

Transbaikalia's teacher salaries, while improving, remain low compared to other regions. Prosecutorial intervention has been necessary to ensure timely payments. Efforts to address the teacher shortage and improve wages are ongoing.
