Trump’s Secret 28-Point Plan Aims to Resolve the Ukraine War

A secret negotiation plan to end the Ukraine conflict resolution has been developed by Donald Trump’s team. The proposal, involving 28 key points, covers ceasefire conditions, security guarantees, and future ties between the U.S., Russia, and Ukraine. U.S. Special Envoy Steve Witkoff has led discussions with Kirill Dmitriev, the Kremlin’s representative.

Talks took place in Anchorage, where Dmitriev met with American officials in October at Washington’s invitation. The discussions followed Ukrainian President Zelenskyj’s visit to the U.S. around the same time. Zelenskyj, who had been invited by Trump, left without securing the Tomahawk missile deliveries he sought and expressed doubts about a diplomatic breakthrough.

Dmitriev later stated that Russia, the U.S., and Ukraine were nearing an agreement. He emphasised Moscow’s push for a full conflict resolution rather than just a ceasefire. The Kremlin’s stance, as relayed by Dmitriev, dismissed Western pressure on Russia as ineffective and called for direct dialogue instead.

Meanwhile, Kremlin spokesperson Dmitry Peskov confirmed no new progress had been made in the Ukraine case. The Anchorage meeting did not produce fresh initiatives beyond existing diplomatic considerations.

The 28-point plan remains under discussion, with Witkoff and Dmitriev continuing negotiations. No immediate changes to the conflict’s status have been announced. Both sides have reiterated their positions, leaving the outcome uncertain for now.
