U.S. Trade Probe Sparks Tensions as South Korea Demands Fair Treatment
The U.S. has launched a Section 301 investigation into manufacturing excess capacity across 16 economies, including South Korea. Seoul has responded by calling for fairness and equal treatment in the probe, which could strain economic ties between the two nations.
The investigation targets 'structural excess capacity and production in manufacturing sectors,' raising concerns in South Korea. Officials in Seoul worry it may disrupt the 'balance of interests' in the U.S.-South Korea economic partnership. Historically, such probes have led to heavy tariffs—during Trump's presidency, six investigations resulted in major duties on Chinese goods, while Biden's administration has kept these measures in place.
South Korea plans to submit formal comments and attend a public hearing on the matter. The government has also urged Washington to handle the case carefully to avoid damaging broader alliance relations. Both sides agreed to address regulatory issues, including U.S. concerns over Korean actions against Coupang, through ongoing discussions.
Beyond trade, Seoul is pushing for progress on security commitments from a joint fact sheet. These include nuclear-powered submarine development and nuclear cooperation. Rim Kap-soo, South Korea's government representative, will visit Washington soon to discuss these issues. However, talks have faced delays due to the Middle East crisis and shifting political priorities in the U.S.
To strengthen economic ties, South Korea recently passed legislation supporting its $350 billion investment pledge to the U.S. Despite this, the new investigation adds uncertainty to future cooperation.
The probe could reshape trade dynamics between the two countries. South Korea's formal response and participation in hearings will determine how the situation unfolds. Meanwhile, security discussions remain pending, with Seoul seeking concrete progress on nuclear and submarine cooperation.
