Fewer Refugees Arrived in Initial Reception Centers by September - Ukrainian Refugees Surge in Hessen's Initial Reception Facilities
The number of refugees at Hessen's initial reception facility in Alsfeld has seen a significant increase in recent months, with a current occupancy of 5,916 places. This surge is primarily due to an influx of Ukrainian refugees, although individuals from Afghanistan, Syria, Turkey, and Somalia also seek shelter there.
Since September, Ukrainian arrivals have increased, with the relaxation of the travel ban for Ukrainian men aged 18 to 22 potentially contributing to this trend. In the first nine months of 2023, 12,368 arrivals were recorded, nearly half of the 23,361 arrivals in the same period last year. Currently, about half of the initial reception places are occupied, with a maximum usable capacity of 11,791 places.
The coordination of Ukrainian refugee support in Hessen involves several authorities. The Bundespolizei is responsible for registration and initial processing at border crossings. The Bundesamt für Migration und Flüchtlinge (BAMF) handles asylum and protection procedures, while Ukrainians typically receive immediate residence permits. The Hessisches Ministerium des Innern und für Sport (HMdIS) oversees the coordination, distribution, and accommodation of refugees at the state level, working closely with the Landesversorgungsamt and the Hessisches Erstaufnahmezentrum. Communal authorities then take over for further integration.
The increase in Ukrainian refugees in Hessen's initial reception facilities has led to a rise in occupancy rates. The relaxation of travel restrictions may have contributed to this trend.
