UN Establishes New AI Panel With Endorsed Experts
The United Nations (UN) is set to establish a new International AI Scientific Panel, following the Global Digital Compact adopted at the 2024 Summit of the Future. The Center for AI and Digital Policy (CAIDP) has endorsed five candidates for this panel, which aims to strengthen global understanding of artificial intelligence (AI) and promote evidence-based policies.
CAIDP has recommended Professor Virginia Dignum, Professor Arisa Ema, Professor Alondra Nelson, Professor Stuart Russell, and Professor Emma Ruttkamp-Bloem for the panel. These experts will serve in their personal capacities for a three-year term, starting in 2026. The final list of 40 members will be confirmed by the UN General Assembly.
CAIDP views the creation of this panel as a significant opportunity for global coordination in AI policy. It has advocated for a structure modeled on the Intergovernmental Panel on Climate Change (IPCC) for AI governance. CAIDP also recommends that AI risk assessments align with the Universal Declaration of Human Rights (UDHR) and the UN's Sustainable Development Goals (SDGs). The deadline for applications to join the panel is October 31, 2025.
