Unintended Airspace Violation by a Pilot in Restricted Skies
In an unexpected incident, a Cessna 340 pilot was found to have flown through an expanded prohibited area (P-49) near the Bush Family Ranch in Texas. The pilot, unaware of the government official's presence and the Temporary Flight Restriction (TFR) expansion, had earlier flown VFR with flight following to PWG without incident.
Before taking off, the pilot had checked radar and winds aloft screens on an aviation website and found no area of concern. However, the TFR, which was expanded from the ground to FL180 and 30NM in diameter, was not visible on these screens.
It's important to note that flying through prohibited areas can be challenging, but not impossible. Permission can be granted by contacting the controlling or using agency prior to the flight. In this case, it appears that the necessary precautions were not taken.
The controllers did not mention the expansion of the P-49 area into a larger TFR, and the pilot was not aware of the government official's presence at the location.
Upon landing at the airport, the pilot was instructed to wait for a secret service agent, who later interviewed the pilot's wife and inspected the airplane. After the investigation, the pilot was told they could leave.
Prohibited areas, also known as No-Fly Zones or restricted zones, are places where flight is prohibited for national security reasons and to protect the environment. They are defined by the FAA and published in the Federal Register, with dimensions and locations depicted on aeronautical charts.
In the United States, several significant military and strategic sites have prohibited areas established around them. Some examples include Camp David in Thurmont, Maryland (P-40), the Washington, D.C. area (P-56), Mount Vernon, Virginia (P-73), and the Boundary Waters Canoe Area Wilderness in northern Minnesota (P-204, 205, and 206).
If a pilot's reason to fly through a prohibited area is compelling enough, they might be granted permission. However, it's crucial to follow the proper procedures and ensure all necessary permissions are obtained to avoid incidents such as this one.
