Vietnam and Japan strengthen leadership training ties in new HCMA-JICA pact
Assoc. Prof. Dr. Đoàn Minh Huyến, a Politburo member and Director of the Hồ Chí Minh National Academy of Politics (HCMA), recently met with Kobayashi Yosuke, Chief Representative of JICA in Việt Nam. The meeting focused on strengthening ties between the two organisations and exploring new areas of collaboration in training and development. During the session, Kobayashi congratulated Huyến on his recent election to the Politburo and appointment as HCMA director. He also highlighted the long-standing partnership between HCMA and JICA, which began in 2004, and praised the achievements of past participants in JICA’s training programmes.
Huyến proposed deepening cooperation in developing leadership and management skills across Việt Nam. He suggested keeping the current refresher courses while introducing specialised programmes for local leaders. These new initiatives would target key fields such as innovation, urban governance, and the application of artificial intelligence. The HCMA director further recommended shifting training models toward a 'co-creation of knowledge' approach. This method would blend theoretical learning with hands-on experience to better prepare participants for real-world challenges. In response, Kobayashi agreed with Huyến’s proposals and confirmed JICA’s commitment to fostering stronger links between Japanese businesses and Việt Nam’s local authorities.
The meeting reinforced the ongoing collaboration between HCMA and JICA. Both sides aim to enhance training programmes and expand cooperation in leadership development. Future efforts will focus on practical, specialised courses to meet Việt Nam’s evolving needs.
