Vietnam's National Assembly (NA) is taking on a more prominent role in shaping the country's foreign policy. Beyond its traditional legislative duties, the body is now seen as crucial for deepening international integration and steering Vietnam towards a stronger global position. Experts argue that a reformed and proactive NA could help the nation transition into a high-income economy through strategic diplomacy and modernised governance.

The 16th NA is under pressure to streamline operations and align with international standards. A key priority is reviewing and embedding rules from new-generation trade deals, such as the EU-Vietnam Free Trade Agreement (EVFTA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). By doing so, the NA can ensure Vietnam fully benefits from these agreements while maintaining effective oversight of international commitments.

The assembly's supervisory role over global partnerships has also gained importance. Proper monitoring of international agreements will help allocate resources efficiently and maximise returns from foreign cooperation. Additionally, legislative diplomacy is being pushed as a way to institutionalise Vietnam's path to advanced economic status. To strengthen ties with other nations, the NA is encouraged to move from passive participation to active leadership in multilateral forums. Enhanced 'thematic diplomacy'—where specialised committees engage directly with counterparts in developed countries—could support sustainable development goals. However, recent records show no notable initiatives by Vietnam's NA in global parliamentary bodies on digital issues like cybersecurity or artificial intelligence. Looking ahead, Vietnam is urged to propose legal frameworks in emerging fields. Areas such as cross-border cybersecurity governance, AI ethics, and green trade standards present opportunities for the country to set global benchmarks. By taking the lead in these discussions, the NA could secure strategic advantages for Vietnam on the world stage.

The National Assembly's evolving role reflects Vietnam's ambition to play a larger part in global affairs. By adopting international standards, strengthening legislative diplomacy, and pushing for new legal frameworks, the NA aims to position the country as a proactive and influential player. Success in these areas could accelerate Vietnam's transition into a high-income, developed nation.
