Virginia Lawmakers Back $400M Annual Boost for Northern Virginia Transit
The Virginia General Assembly's SJ28 plan has received overwhelming support from legislators, with only one dissenting vote. The plan aims to secure dedicated revenue for Metro capital costs, benefiting the Metro system, Virginia Railway Express, and local transit agencies in Northern Virginia.
The SJ28 plan, if approved, will provide a total of $400 million annually for Northern Virginia transit. This funding will be crucial for maintaining and improving services, especially considering the impact of the ongoing government shutdown on ridership. The full amount won't be needed until mid-2027, but an initial $153 million for Metro's operating fund is required a year earlier.
The funding package includes potential revenue streams such as increased taxes and new taxes on retail deliveries, paid parking, and rideshare services. Sen. Adam Ebbin (D-39) successfully led the Northern Virginia transit subcommittee to approve this new spending package proposal. The subcommittee's final report offers policymakers a menu of options to choose from, ensuring flexibility in decision-making.
The SJ28 plan, backed by most state legislators, seeks to significantly boost funding for Northern Virginia transit. With the 2026 legislative session set to begin in mid-January, the proposal will next be considered over the course of 60 days. If approved, this funding could greatly benefit the Metro system and other local transit services in the region.
