Vladivostok and Rybinsk Seal Sister-City Pact to Boost Trade and Culture
Vladivostok and Rybinsk have officially become sister cities after signing a cooperation agreement. The deal, finalised on 28 November 2025, marks a new partnership between the Far Eastern port and the historic Volga city. Both sides aim to strengthen ties in trade, culture, and local governance.
The agreement was signed by senior officials, including Alexander Sokolov, the highest-ranking regional politician present. It outlines plans for joint projects in business, investment, and sports, as well as cultural exchanges.
Vladivostok, a key port on the Sea of Japan, will now collaborate with Rybinsk, a city on the Upper Volga known for its industrial heritage. Rybinsk holds the title of 'City of Labor Valor' and is often called the 'capital of the burlaks', a nod to its past as a centre for river trade. It is also the birthplace of Admiral Fyodor Ushakov and a major producer of aircraft engines.
Under the deal, the two cities will work together to improve the investment climate, support local businesses, and boost economic growth. Shared initiatives in culture and sports are also planned, though specific projects have yet to be announced.
The sister-city partnership opens new opportunities for both Vladivostok and Rybinsk. Joint efforts in trade, governance, and cultural exchange are set to begin in the coming months. Officials from both cities have described the agreement as a foundation for long-term cooperation.
