Michael Sack, the district administrator of Vorpommern-Greifswald for the Christian Democratic Union (CDU), has sounded the alarm on dire financial conditions and structural underfunding of districts and municipalities. The district has taken the unprecedented step of filing a constitutional complaint, arguing its rights have been violated by the 2019 Child Daycare Funding Act.

At the heart of the matter is the connexity principle, which dictates that the level of government imposing a service must also bear its costs. Sack has highlighted the rising mandatory expenditures, particularly in youth and social services, pushing local governments to the brink. The district administrator warned about catastrophic financial conditions, stating that the state's contribution under the 2019 Child Daycare Funding Act is insufficient.

The constitutional complaint was lodged in December 2020 and will be heard by the State Constitutional Court in Greifswald. The court will first determine if the complaint meets the necessary formal legal requirements during the upcoming hearing. The President of the Federal Constitutional Court, Professor Dr. Stephan Harbarth, is overseeing the case, with no specific information about a Greifswald court handling it previously.
