China's President Xi Jinping has unveiled the Global Governance Initiative (GGI), a comprehensive plan to reshape the world order, at a high-profile event in Beijing attended by over 25 heads of governments. The proposal, presented on September 30, 2025, seeks to create a 'community with a shared future for humanity' and solidify China's role as a leader of the global south.

The GGI, along with other global initiatives, embodies China's vision for an alternative international system. Xi Jinping's plan emphasizes principles such as sovereign equality, multilateralism, and a people-centered approach. However, his vision of multilateralism diverges from the traditional understanding, favouring bilateral consultations over universally binding rules.

China's military capabilities were on display during the event, providing an opportunity for Beijing to assert its growing influence. The GGI is one of Beijing's most structured efforts to articulate its vision for reforming the international system. Xi Jinping has previously stated that he and Russian President Vladimir Putin are 'driving these changes together', referring to the shifts in the global order.

The GGI's proposal for reform comes at a time when China sees an opportunity to present itself as a paragon of stability and a defender of multilateralism, as the US steps back from its global leadership role. As China continues to assert its influence, the GGI serves as a blueprint for its efforts to reduce Western countries' global influence and make the global governance system more aligned with its interests.
