Zabaykalsky Governor Vows to Clean Up Housing Sector with Holistic Approach
Governor Alexander Osipov of Zabaykalsky Krai has outlined plans to tackle unscrupulous practices in the region's housing and utilities sector. He aims to improve standards through screening, training, and oversight, rather than relying solely on dismissals or punishments.
Governor Osipov acknowledged that the sector has been plagued by unscrupulous workers. He cited an example of coal theft in a village, highlighting the need for a mindset change and systemic improvements. Instead of imprisoning workers en masse, which could lead to the same issues recurring with new hires, Osipov proposed a more holistic approach.
He plans to gradually improve standards and apply 'tough pressure' on workers. This includes screening candidates, training them, and maintaining strict oversight. Osipov believes that fostering a sense of responsibility and building a robust surveillance and control system are crucial. While he did not provide specific details about the leader of this system, he stressed the importance of its implementation.
Over the past couple of years, positive changes have been visible in the housing and utilities sector, as per Governor Osipov's statement. However, he remains committed to further improvement. By focusing on gradual enhancements, tough pressure, and a strong oversight system, Osipov hopes to address the root causes of unscrupulous behavior and ensure a more reliable and responsible sector.
