Austria’s 2026 political pay war: Freezes, raises and undecided states

Austria's states are taking different approaches to their politicians' salaries in 2026. Most have announced pay freezes, while Upper Austria plans an increase. Vienna and Burgenland are yet to decide.

Five states - Styria, Vorarlberg, Carinthia, Salzburg, and Tyrol - have implemented a pay freeze for their politicians in 2026. Meanwhile, Lower Austria has frozen its state government's pay but is still considering regional lawmakers' salaries. Upper Austria stands out, with Governor Thomas Stelzer announcing a 3.3% salary increase, citing a 5% deficit compared to the national benchmark. This increase will take effect from July 2026.

Vienna and Burgenland have not yet made decisions regarding their politicians' pay for 2026. Currently, Vienna's mayor and governor, Michael Ludwig, is the highest-earning state leader at €22,657 per month. If Upper Austria's salaries increase by 3.3%, Thomas Stelzer could become the highest-paid governor from 2027. Johanna Mikl-Leitner, Lower Austria's governor, is the second-highest-paid at €21,660 per month, while Hans Peter Doskozil, Burgenland's governor, is the lowest-paid at €17,645 per month. Notably, the maximum salary for state governors is €22,657 gross per month, significantly higher than federal ministers' salaries.

The pay decisions for 2026 vary across Austrian states. Most have frozen salaries, Upper Austria plans an increase, and Vienna and Burgenland are yet to decide. The highest and lowest-paid governors are known, with the highest-paid position potentially changing in 2027 due to Upper Austria's planned increase.
