Bipartisan CLARITY Act nears Senate vote as crypto regulation push accelerates
A bipartisan push for crypto regulation is gaining traction in Washington. The CLARITY Act, aimed at setting clearer rules for digital assets, has moved closer to a Senate vote after months of negotiation. Recent talks between key lawmakers have revived hopes for its passage before the midterm elections heat up. The bill already cleared the House in July 2025 with strong support, passing 294 to 134. By January 2026, it had also won approval from the Senate Agriculture Committee. Now, the Senate Banking Committee is expected to hold a markup during the week of May 11, a critical step before a full Senate vote.
Senate Banking Committee Chair Tim Scott recently stated the panel was 'nearing consensus' on a bipartisan version. Earlier disagreements over stablecoin yield provisions had stalled progress, but negotiations between Senators Thom Tillis and Angela Alsobrooks helped break the deadlock. Public backing for the act appears solid. A HarrisX survey from early May showed 52% of U.S. voters in favour, including 58% of Republicans, 55% of Democrats, and 42% of independents. Another poll found 47% of respondents willing to consider a candidate’s stance on crypto regulation when voting. Ripple CEO Brad Garlinghouse has warned that delaying the bill past Memorial Day could push it into the busy 2026 midterm cycle. For the act to become law, it must still pass the Senate Banking Committee, secure a full Senate vote, reconcile differences with the House version, and receive the president’s signature.
The CLARITY Act now faces a tight timeline. If approved by the Senate Banking Committee, it will move to the floor for a vote. Passage before the midterm campaign season would avoid further delays in establishing a regulatory framework for digital assets.
