From Rivals to Partners: CDU and SPD Form Coalition Government in Rhineland-Palatinate

Less than six weeks after Rhineland-Palatinate's state election, the CDU and SPD have agreed to govern together. On Thursday, designated Minister-President Gordon Schnieder (CDU) and outgoing incumbent Alexander Schweitzer (SPD) presented their coalition agreement in Mainz, marking the end of 35 years of SPD-led governments in the state.

The future partners emphasize reliability and unity, setting themselves apart from the federal-level "black-red" coalition. "We aim to form a dependable and stable government for Rhineland-Palatinate," Schnieder declared. The parties have developed a shared vision for tackling challenges and will "work hard for Rhineland-Palatinate," he added. Schweitzer likewise underscored their joint responsibility: "The SPD will be a strong, naturally reliable, and, of course, experienced partner."

CDU-Led Ministries: Key Priorities

The CDU will oversee five ministries. The Interior, Integration, and Transport Ministry plans to hire up to 500 additional police officers annually and deploy AI-assisted video surveillance systems in compliance with legal standards. On migration, distribution to municipalities will now occur only when realistic prospects for long-term residency exist. The CDU-led Education Ministry will introduce a mandatory final year of kindergarten with language assessments and support.

The Agriculture, Viticulture, Environment, and Forestry Ministry intends to amend the state hunting law to include provisions for wolves. The State Chancellery will bolster volunteer work, including recognition bonuses for firefighters. Additionally, the CDU will take charge of the Justice and Consumer Protection Ministry.

SPD's Portfolio: Focus Areas

The SPD will also lead five ministries. The new Ministry for Municipal Affairs, Housing, Construction, and Culture will address affordable housing and seeks a significant increase in municipal fiscal equalization funds. The Labor, Social Affairs, Women, Family, and Youth Ministry will prioritize a child protection strategy and double the "Community Nurse Plus" program. The Science, Further Education, and Health Ministry aims to improve local healthcare access through hospital reforms and expanded medical school enrollment.

The Ministry for Economic Affairs, Energy, and Climate will work to enhance Rhineland-Palatinate's competitiveness, supported by a crisis-resilient budget from the SPD-led Finance Ministry, which also oversees digitalization and administrative modernization. The names of the new ministers will be announced next week. Before the government begins its work, both parties must approve the agreement. Gordon Schnieder's election as Minister-President is scheduled for May 18.
