Germany's parental leave overhaul targets fairness and budget cuts

Germany’s Family Minister Karin Prien has announced plans to overhaul the country’s parental allowance system. The proposed changes aim to cut costs and redistribute support more fairly. But the reform is set to spark debate among families who currently benefit the most. The current system costs taxpayers €13 billion each year. Prien wants to reduce spending by €500 million, arguing that the state should not subsidise every family model equally. Under the existing rules, high-income parents can receive up to six times more than low earners, leading to calls for a fairer approach.

One key change could lower the upper income limit for eligibility from €175,000. Other adjustments might include reducing the monthly payment amount or shortening the duration of benefits. The minister has also suggested linking full benefits to both parents taking equal leave, a move designed to encourage more women to return to full-time work.

Prien expects resistance, particularly from wealthier households who stand to lose the most. Critics have already labelled the plan as anti-family. Yet she insists the reform is necessary to create a more progressive and equitable system. If approved, the changes would reshape how Germany supports new parents. The government aims to balance budget cuts with fairer distribution, while also pushing for greater gender equality in parental leave. The final decision will depend on political negotiations and public reaction in the coming months.
