Krasnodar Court Reforms Target Transparency and Faster Justice

Alexey Shipilov, presiding judge of the Krasnodar Regional Court, recently met with media representatives to discuss ongoing judicial reforms. The session highlighted efforts to improve transparency, speed up case reviews, and ensure fairness for all parties involved in legal disputes.

The regional judiciary has placed a strong emphasis on reviewing past rulings, particularly those concerning land disputes and unauthorised construction in Sochi. These cases have become a priority as part of broader efforts to correct earlier decisions.

Internal investigations, launched by the judicial community itself, are now underway to assess compliance with legal standards. The court system is also focusing on faster handling of asset seizure lawsuits, aiming to prevent defendants from transferring property beyond its jurisdiction. Since early 2026, the Krasnodar Regional Court has issued seven private rulings against local authorities. These decisions addressed failures in providing social guarantees to participants in the special military operation and their families. The court’s role in high-profile federal cases has grown, with the region increasingly seen as a neutral venue for disputes involving officials from other areas. The meeting also covered the expedited review of nationalisation cases. Judges stressed the importance of social impact, noting that many lawsuits involve large enterprises employing thousands of workers. This factor has accelerated proceedings to minimise disruptions to local economies.

The Krasnodar judiciary’s push for transparency and stricter deadlines reflects its commitment to impartiality. By addressing past rulings and high-profile cases, the court aims to reinforce public trust in the legal system. The region’s growing role in federal proceedings further underscores its reputation for fairness.
